A2A v1.0 JSON-RPC interface exposing the single machine_payment_preflight skill. Before an autonomous agent pays a machine service, MEO Preflight compares the proposed resource, payment destination, network, asset and amount with independently observed economic history. It returns dated matches, material changes, economic activity context, evidence freshness and explicit unknowns. Read-only; it does not execute or approve payments and never treats missing evidence as safe. Pilot scope: two services; third-party public probe observations retained by MEO, not independently verified settlements. Settlement/buyer history, current activity and payment destination history are UNKNOWN. Evidence may be stale.
